Backflow is the undesirable reversal of the flow of water from its intended direction in any pipeline or plumbing system. Backflow is dangerous because it can allow drinking water in plumbing systems to become contaminated and unusable.

The West Virginia Bureau of Public Health Title 64 Legislative Rule Series 15 requires all water customers that are open to the public to have an approved backflow device installed and tested on an annual basis. A tester certified by the West Virginia Bureau for Public Health must test backflow devices.
